Cal Hampton is Jason Duval's longtime friend, officially confirmed by Rockstar as part of GTA VI's supporting cast. He'd rather kick back at home with a beer than go looking for trouble, and spends a lot of his downtime eavesdropping on Coast Guard radio chatter — a habit that hints at a useful role feeding the crew information on movements along the coast.
Rockstar's official character material places him as an associate of both Jason and Brian Heder, putting him somewhere in the orbit of Leonida's smuggling operations without necessarily being on the front line of it himself.
